Driver Eligibility & Screening
Effective date: October 30, 2026
These are the standards Shadeka Lashana Theoc d/b/a Theoc Drivers ("Theoc") uses to decide who may provide towing, mobile car-wash and mechanic services through the Theoc Drivers app. They are part of the Provider Agreement. Decisions are made individually and follow the federal Fair Credit Reporting Act (FCRA) and Florida law.
What we check
- Criminal background (through a consumer reporting agency).
- Motor-vehicle record (MVR) — your driving record and license status.
- Drug test — only where Theoc requires it for a role.
- Identity, licenses and permits, and insurance.
- Vehicle safety for tow-truck and mechanic roles (checklist and photos).
When: before approval, every year (re-check), and after any serious complaint.
Automatic disqualifiers
You are not eligible while any of these apply:
- A violent felony in the last 7–10 years, or any violent sexual offense.
- Any sexual-offense conviction, especially involving minors or vulnerable adults.
- A DUI/DWI in the last 5 years.
- A felony fraud, theft or financial crime in the last 7 years.
- Active warrants, or probation/parole for a disqualifying offense.
- An invalid or suspended license.
- No proof of insurance.
- A failed or refused drug test (when required).
- Failing identity verification.
- False information on the application.
- Refusing the Provider (contractor) Agreement.
- A vehicle that fails the safety check (tow and mechanic roles).
Answering "yes" to one of these in the app puts your account in "disqualified – pending admin confirmation." It is not an instant permanent ban: a person at Theoc reviews it.
Manual review
These are reviewed case by case:
- A DUI from 5–10 years ago with a clean record since.
- Non-violent misdemeanors older than 3–5 years.
- Multiple minor traffic violations.
- Incomplete or inconsistent check information.
- New drivers with limited trade history.
- Customer complaints below the removal threshold.
Supervised status
Theoc may approve you as supervised. You can work, with limits:
- lower priority in job matching;
- extra verification;
- a shorter review period that ends on a set date (you must be reviewed again by then);
- Theoc may restrict which service types you can take.
Your rights under the FCRA
If Theoc may decline or deactivate you based in whole or part on a background or driving-record report:
- Pre-adverse action notice. We send you a notice, a copy of the report, and A Summary of Your Rights Under the Fair Credit Reporting Act.
- Dispute window. You have at least 5 business days to tell us or the reporting agency if anything is wrong, or to give us more information. We do not decide before then.
- Final adverse action notice. If we decide against you, we send a final notice with the reporting agency's name, address and phone, a statement that the agency did not make the decision, and your right to a free copy of your report within 60 days and to dispute it with the agency.
Staying eligible
- Keep your licenses and insurance current. The app blocks going online when any required license or insurance is expired, or marked suspended or revoked.
- Report any license suspension or revocation, or any DUI arrest or conviction, within 24 hours.
- Annual re-checks must be completed before the due date.
